Remembering Leroy Watkins

On Sept. 31, former residents of Robert Taylor Homes came out to remember the late Leroy Watkins, who also happened to be my uncle.

One young man, Eric Guy, described Leroy as a valuable member of the community. He was always thinking of others, especially the young people. Leroy moved his family into the Robert Taylor Homes building at 4555 S. Federal St. in April 1962.

Residents remember Leroy as someone who was always willing to lend a helping hand and opening his door to others. He organized a little league team called the Twins for the young men of the development. Later, he formed softball teams called the Invaders and Invaderettes to keep the teenage boys and girls of the development out of trouble. Read more »

Squatters in CHA

Residents of CHA hear a lot about being lease compliant and so many people are afraid. It seems that lease compliance will keep us from receiving a Housing Choice Voucher or coming back to our own development after relocation. Whether it’s in a big or small way, almost everybody is in some way non-lease compliant.

What made me bring this up is a recent phone call to the Residents’ Journal office from a resident. She was furious about squatters in her development. The squatters were people who just took over a vacant unit and moved in. The squatters acted like they had a lease agreement, putting in curtains, furniture and the whole nine yards. They had a rent-free home. The resident’s management company was notified and the lock on the unit was changed. But the squatters found another unit in the development. Read more »

Saluting Men of the CHA

We always hear the bad more than the good about men in the Chicago Housing Authority. So I have been saluting the good men, as we say, and telling them to keep on with the positive work in the developments.

‘It may seem like no one cares about what you do,’ I tell the men. ‘But to know you’ve tried to help make a change will never be forgotten, even though it seems the more you try and do good, someone always tries to find the bad. Try and think positively and keep on working for change. I know it can be done and your effort does make a difference.’ Read more »

High Cost of Gas

This past winter was rough on a lot of us – and not just because of winter and the frigid cold that came with it. But this winter, for a lot of people, came a big problem and that was due to the high increase in gas bills.

The high gas bills really presented a big problem for some residents who pay their own heating bill. There are some programs that offer help but what residents fear most is becoming lease non-complaint: All Chicago Housing Authority residents who pay gas and electric bills know that they can’t be behind in these utilities or have the bill in someone’s name other than the lease holder. If they are behind, they must be in some type of payment plan, the problems of which I will write about a little later in this article. Read more »

Transforming CHA: Making Connections

The Chicago Housing Authority recently put out a large contract to the City Department of Human Services to run the Service Connector program, which is supposed to start this summer.

But the Service Connector program started last November. Residents who applied to the Service Connector program were supposed to be trained by AmeriCorps. The program aimed to hire two residents from each development. Two residents from Lathrop Homes, for example, went into the AmeriCorps training program. After completing training, an office is supposed to be set up on the development this summer. The two residents hired were supposed to work with other residents to make the relocation transition easier and to help with social issues, jobs, educational programs, family statistics and anything else that might benefit residents. Transforming CHA: One Strike Woes

As a resident of the Chicago Housing Authority, I am all for redevelopment and I am sure most residents are. I also would like to say that most of the new private managers are really trying to work with residents. But when it comes to the One Strike issue and lease compliance, I and other residents I’ve talked with feel this policy hurts some residents who really want a better life for the residents of CHA and to be rid of drugs and gangs.

Many residents are questioning the One Strike policy (see article, page 6), especially the part where the leaseholder is responsible for his/her visitors’ and family members’ actions.

Lathrop Homes News

Lathrop Homes has a new playground due to the construction of the Damen Avenue Bridge. The Chicago Department of Transportation, along with Walsh Construction, hired Lathrop residents to help with the project.

A dedication ceremony will be happening soon. Look for further details on the Lathrop Homes improvement in the next issue of RJ.
