Electrically Charged

Robert Taylor Homes residents aren’t the only ones getting charged about their high electric bills. As RJ has reported over recent months, many of the residents in Robert Taylor Homes have electric bills in the amounts of $500 to $22,000, and in some cases more. These unpaid bills are a problem for those residents who are being relocated under the Chicago Housing Authority’s Plan for Transformation.

The Relocation Contract with CHA states that residents must be current with all utility bills or they won’t be eligible for replacement housing. Some of the residents in Robert Taylor accumulated these high bills by not paying for electric service for a number of years. Other residents have wiring that is connected to other apartments and some tenants inherited accumulated electric bills from the last tenant who occupied their apartment. Read more »

Last Day in 4525

Friday, Oct. 4, was the last day for the residents of 4525 S. Federal St. in the Robert Taylor Homes to be neighbors. The building was being closed in preparation for demolition. The Chicago Housing Authority closed a number of buildings in Robert Taylor this fall to make way for a new mixed-income community they have promised to build in its place.

The residents would have liked a peaceful final day in the building that many of them called home for decades. But the words I most often overheard from tenants describing that day were “chaos,” “mayhem” and “confusion.” Many of the tenants were scared, upset and confused because they didn’t know where they would live, how long they would live there, or how they would live. It’s Not OK to Corral at Cabrini

“Gun Smoke” doesn’t have anything on Cabrini-Green this summer. On June 13, gunslingers dueled in the streets and sheriffs tried to restore order in the North Side development.

On that day, two men were killed and one was left in critical condition. A 14-year-old girl suffered a grazing wound to her thigh. The two young men who were killed were not residents of Cabrini-Green, according to numerous residents who I interviewed. Read more »

Shocking Electric Bills Update

In the March/April issue, I wrote about extremely high electric bills that many of the residents in Robert Taylor Homes are faced with.

Some low-income residents have bills from $1,000 to $20,000. Many residents are in shock as if they have been struck by lightning when it comes to these high light bills. The high light bills could make them “lease non-compliant” and then they will not be eligible for replacement housing.

Many Robert Taylor residents can watch the storm of demolition and relocation from their windows; they watch the surrounding buildings falling and being demolished at a rapid pace. Many of the residents don’t know which way to turn or where to run for cover or for help. Many of them are expressing great concerns about where will they live. Read more »

Squatters Worry About Homelessness

Many residents of public housing are asking the public, what would you do if you had no money, no job and no place to call home? How low would you go? Would you become a squatter?

I’m running into many squatters as I continue to do my research with professor Sudhir Venkatesh from Columbia University, author of American Project.

Shocking Electric Bills

Many Robert Taylor residents are suddenly finding themselves facing extremely high electric bills, bills in the $10,000 range and higher that can make them non-lease compliant and ineligible for replacement housing.

CHA is going through a $1.6 billion Plan for Transformation that states if a resident is found non-lease compliant, they may not be relocated to another development, a scattered site unit or the same development or receive a Housing Choice Voucher (formerly known as Section 8).

A tenant can be found non-lease compliant if a tenant’s utilities are not paid up. One young single mother of three, Lithia Henderson, said, “My electric bills are sky high. How do they expect for me to pay this $11,000 light bill?” Read more »

A Savory Survey

Susan Popkin and Mary K. Cunningham from the Urban Institute released a study this summer on 190 residents of public housing who were supposed to be relocated. The study’s results should be important for understanding the CHA Transformation Plan.

Public housing in Chicago, like in many other cities, is currently undergoing a lot of redevelopment.

In 1998, nearly 19,000 CHA units failed inspection and were set up for demolition. As a result, the city put forth their “Plan for Transformation.”

The Plan for Transformation calls for demolition of 51 gallery high-rises as well as several thousand mid-rise and low-rise units. As CHA demolishes its units and builds new, mixed-income neighborhoods, there will be a net loss of 14,000 units. Read more »

New Vincennes Plaza

I am sure many of our readers remember the story I wrote about Vincennes Plaza in the August 2000 edition.

Vincennes Plaza is a development that stands in the shadow of the new Lou Rawls Cultural Center on the dusty trails of 47th Street, also known as Tobacco Road.

Vincennes Plaza consists of 59 units of low-income housing in a five-story brick building that is home to many young single mothers and senior citizens.

In my last article, I described the Vincennes as a tourist attraction, a building that you might come across on the soggy streets of London. The building’s beautiful craftsmanship and graceful, elegant workmanship highlight the scenery of the plaza. Read more »

A Trip To The Future

Robert Taylor Homes resident leaders went on a trip in April to Springfield and Peoria where they saw beautiful new homes that were built by the same developers that will re-build Robert Taylor. But the homes that they saw weren’t for all but a few of the former residents that used to reside in the John Hay Homes and Warren Homes.

Before the redevelopment of Robert Taylor started, many of the residents thought the development teams would be no more than scheme teams, only out to get their land.
