Rehab clock ticking

Although the Chicago Housing Authority is actively pursuing the great change of housing stock from high rise to low rise to the tune of $1.6 billion, the change has been slow in coming to the Harold Ickes Homes. In the year 2001, some vacant apartments were remodeled and some new tenants moved in. At that time CHA announced that all the apartments were to be remodeled. But, so far, that is not so. Many residents say we seem to stay on square one.

The violent death of 10-year-old Rita Haskins on May 3 was heart breaking, unconscionable and unnecessary. Rita was a sweet, loving, inquisitive, caring child, a daughter, a sister, a cousin, a student, a friend, a neighbor and a child of God.

She also was a beloved member of her community. As a matter of fact, at the moment of her untimely death, she was holding a smaller child on her hip, just like any loving mother would hold her own child. Read more »

Harold Ickes New School Update

The December 1999 RJ first revealed that the residents of 2233 S. Federal St. would feel some of the pain of progress.

The end finally came in recent months, when 65 families received word they would have only five weeks to vacate the premises that had been placed on a prioritized schedule to be demolished. Zip! Zap! Things have changed dramatically here in Ickes. On one hand, they remain the same. But some things have gotten worse.

The most dramatic change has occurred all along the State Street Corridor, where public housing has had its imposing presence whittled down to flatlands of mystery.

Who knows where all the families have gone? Who knows what will occupy the vacated land? Who knows when and if sufficient housing for low-income families will rise from the demolition of “a city within a city?” Read more »

Ickes’ Homes New Managers

The Woodlawn Organization (TWO), the new managers of the Harold Ickes Homes, is struggling to do a good job of managing the regular management-resident connections. Take, for instance, the monthly rent statements. I have regularly received mine five to ten days past the first of the month. I wait and hold on to my money order but it doesn’t come. I pay my rent and get a receipt without the rent statement to attach to my money order. I think, “Oh well. Maybe next month.”

In March, I got a statement with two months unpaid rent showing. Well, I know I paid February’s rent but I got nervous because if they made such a glaring mistake, how safe are your funds? By April 11, 2002 no rent statement yet. However, when I paid on the sixth of the month, TWO issued me a 14-day notice. Why? I wasn’t behind in paying rent. “Don’t worry,” the clerk said. “You’ve paid your rent. “It’s in your lease that after five days, without paying, you’re due a 14 day notice.” Read more »

Residents Look to the Hills

The residents of the Harold L. Ickes Homes are seeking stability with nowhere to find it. The list of imbalances is lengthening daily. It seems like it would be a simple matter to dry up the ever-present body of water that floats like a moat in front of all the ‘double-T’ buildings and never goes away. At 23rd Street along the fire lane, the moat is deep enough and permanent enough to actually grow a microscopic form of seaweed. Seagulls wake you every morning and wade in search of bugs.

This past July and August, the moat made a great bed for hatching mosquito eggs, perhaps even the dreaded West Nile virus-carrying mosquito. How can we tell? The risk of the children getting hit by the insect is high. But apparently, nobody cares.
